The Commander primarily serves as the assistant to the protective force (PF) Manager. This position requires an active L security clearance and requires SPO, instructor, firearms instructor, and armor training/certifications. The Commander will conduct oversight of PF training/qualification records in accordance with (IAW) DOE and NRC record management requirements. The Commander will manage and document required PF training, qualifications, and psychology, and physical fitness requirements IAW 10 CFR 1046 and 10 CFR 73. When fulfilling the position of Shift Lieutenant, acts as the senior leader for assigned SPOs, PF routine duties, and emergency situations.
Key Responsibilities:
· Daily, compliant operation of the designated PF shift when fulfilling the role of Shift Lieutenant.
· Ensures PF shift meets site standards and shift SPOs are always held to site expectations and standards when fulfilling the role of Shift Lieutenant.
· Responsible for pre-shift activities: site status (e.g., operational, safety, security, etc.), weapons, ammunition, 161k cards, and equipment issue, and guard mount when fulfilling the role of Shift Lieutenant.
· Weapons, ammunition, 161k cards, and equipment inventory when fulfilling the role of Shift Lieutenant.
· Weapons, ammunition, 161k cards, and equipment turn-in when fulfilling the role of Shift Lieutenant.
· Ensures SPOs are appropriately trained, qualified, and fit for duty when fulfilling the role of Commander and Shift Lieutenant.
· Performance of administrative functions required for the PF program, such as assisting in the revision of plans and procedures.
· Working with Shift Lieutenants to plan work schedules and assist in call-offs, ensuring post coverage requirements.
· Manage, document, and records management of the FSV PF Training and Qualification Program in accordance with 10 CFR 1046, 10 CFR 73, and other NRC requirements.
· Manage and maintain the PF training and certifications in accordance with (IAW) 10 CFR 1046, 10 CFR 73, and other NRC requirements.
· Development and management of the Annual Training Plan IAW DOE and NRC requirements.
· Manage, document, and records management of the FSV PF medical, psychology, and physical fitness requirements in accordance with 10 CFR 1046 and 10 CFR 73.
· Develop, write, review, and update existing PF Training, Qualification, and Medical/Fitness for Duty procedures and implement internal procedures and techniques that result in more effective, efficient, and safe training and operations.
· Evaluate and direct (within authority) all aspects of FSV programs for compliance, effectiveness, and safety with standards, policies, directives, and laws.
· Serve as PF Manager, when delegated.
· Other duties as assigned by the PF Manager.
Qualifications:
· Prefers applicants possess a Bachelors in a relevant field and/or 7 years of relevant experience in security, law enforcement, military service, or equivalent experience and education.
· Minimum of 5 years prior armed security experience, law enforcement, military service.
· Completion of NTC TRF-100D, Introduction to Protective Force, PFT-110, Basic Security Officer Training, PFT-215, Basic Security Police Officer Training, Site-Specific OJT, and Annual Training Plan training/qualifications.
· Maintain annual SPO training, qualification, medical, and fitness for duty requirements.
· Obtain and maintain NTC armorer certifications (PFT-106DE, Firearms Safety, LFR-100, Armorer Certification I, LFR-101, Armorer Certification II, and LFR-104, Armorer Recertification).
· Obtain and maintain NTC certifications for Firearms Instructor: MIT-111, Basic Instructor Training and PFT-401, Firearms Instructor Certification.
· Obtain and maintain NTC certification (MIT-111, Basic Instructor Training) for teaching TRF-100D, Introduction to Protective Force, PFT-110, Basic Security Officer Training, PFT-215, Basic Security Police Officer Training, Site-Specific OJT, and Annual Training Plan training/qualifications.
· Obtain and maintain NTC certification (MIT-111, Basic Instructor Training and PFT-403, Intermediate Force Instructor Certification) for teaching Intermediate Force training.

· Ability to read, write, and effectively communicate in English for daily operations, training, and qualifications.
· Willingness to work all shifts, holidays, weekends, and serve as Shift Lieutenant as required by the PF Manager.
· Ability to complete and manage automated and written reports and training/qualification records.
· Capable of understanding, following, and enforcing site and federal directives, policies, and procedures.
· Working knowledge and ability to operate MS products (e.g., Word), email, Deltek time keeping system, and other required technology systems and programs (e.g., BambooHR).
· Must be drug free and be able to pass initial and random drug screenings.
